cannot connect at first power up

I am having problems with my zigbee modules (coordinator and end device). Every first time, I power up my modules, they can pair, but they can not communicate. Whenever that happens, i can see that 0xA1 is being received by my COO and 0xA3 is being received by END device.

A couple of attempts before successful communication.
Successful communication does not show the frame types I mentioned above.

Is there something I should turn off or set or reset?

Why are you using Source and Many to one routing? How big is your network?

I am not using it. It is not included in my code. It just appears everytime I try to communicate.

It is appearing because you have a node within your network that the AR command has been issued on.
