user friendly fix for "crazy mouse syndrome"

When an xstick is receiving data during windows startup/enumeration, it loads as a serial mouse and causes the actual mouse to go crazy.

Users cannot be expected to hack registry or do anything overly complicated, is there a simple workaround or utility that can be run which stops this happening?
