while running target board error appears as bad packet type 001 sub type 015 , and immediately stopped

I am working with a seeeduino stalker v3, I can communicate with the board no problem via USB (9600 8-1-N). XCTU comes back with, “no radio device found” I have tried resetting the board, xbee interface on the board… …
