I think you misunderstand the question, my PLC having an Ethernet/IP protocol, TS4 device got the Ethernet Port ( written on the TS4 unit ), How to communicate the PLC with TS4 using Ethernet/IP protocol?

i am trying to connect to plc using modbus tcp/ip via ethernet cable in c# when i try the connection , it keeps telling me : port can’t be reached how can i fix that ?
