Digi NEO replacement issue

Tried replacing my digi neo 4 port pci card.
The new card assigned new com port numbers 7 thru 10
Windows does not see those ports under printer ports?
Digi software won’t let me change them as it say’s they are in use?
I also could not update the drivers and am on ver 6.04
Windows 2003 R2 server OS
I put the old card back in and ports 3 thru 6 are now back?

It sounds like you are running into a Microsoft known issue called Phantom Ports. This KBase article describes how to remove them from your system:

Not sure why the drivers wouldn’t update for you though. My suggestion would be to remove the Phantom Ports first, and reinstall the card and drivers after that.
