Error "Unable to locate free IKE context". What does it mean?

I have built an IPSec connection over GPRS. It established correctly and worked fine. However, after leaving the WR44 up for some hours I have come back and found that no tunnel is established and have eventlog full of:
12:17:25, 03 Apr 2016,(0) IKE Negotiation Failed. Peer: ,No IKE Available
12:17:25, 03 Apr 2016,IKE Request Received From Eroute 1
12:17:19, 03 Apr 2016,(0) IKE Negotiation Failed. Peer: ,No IKE Available
12:17:19, 03 Apr 2016,IKE Request Received From Eroute 0
12:17:15, 03 Apr 2016,(0) IKE Negotiation Failed. Peer: ,No IKE Available
12:17:15, 03 Apr 2016,IKE Request Received From Eroute 1
12:17:09, 03 Apr 2016,(0) IKE Negotiation Failed. Peer: ,No IKE Available
12:17:09, 03 Apr 2016,IKE Request Received From Eroute 0

I enabled IKE analyser and this is what I get:

What may have caused the problem to locate a free IKE context? How could I resolve it?

Hi

This could be due to there being no free IKE slots due to them all are being used. if you leave it some might become available.
or reboot the router.

this could be due to many attempts to open VPN with out clearing them down correctly.

More information would be needed such a firmware version / configuration and more of the eventlog before this starts
