Can the TS 4 MEI’s serial ports operate on 5V (TTL) levels in RS-232 mode? I don’t want to use a driver/receiver chip if it not required.

RS232 standards call for a minimum voltage swing between +3.5 to -3.5 volts for proper transmission of data. I would expect that the PortServer TS4 would have trouble properly receiving data with a single line transmitting using +5 to 0 volts. A product you might look at is the Connect ME, as that serial port is TTL, not RS232. If you are in the process of designing a device, and you have the option of including the RS232 chipset or not, you might consider using the Connect ME in your design instead, to ethernet enable your device.
