Digi Neo - how to assign com ports statically. Also starting get the Neo to start at com1

On the Digi Neo on Windows 7. It is dynamically assigned ports, and we need to assign the statically like you would do under Unix. For example Port #1 on the Neo is coming up with com9, and we want to assign a static number, like com 5. How do we do that?

Have you tried re-assigning the COM port through Windows Device Manager?
