I am working with a seeeduino stalker v3, I can communicate with the board no problem via USB (9600 8-1-N). XCTU comes back with, “no radio device found” I have tried resetting the board, xbee interface on the board… Is this a bad XBee board?
Pins 1 and 13 are 3.3v

XCTU version 6x requires that the hardware flow control lines be connected to from the PC to the XBee module in order for it to communicate. Most likely the board you are using simply does not have these lines connected. If that is the case, try using an older version of XCTU or use a board that has all of the lines on it.
