Why is RSSI 12-15dB off or so its seems on XBee PRO 900HP 200K?

I would appreciate if anyone can explain.
I am very new to the XBEE products and the XCTU.
I have two XBee PRO 900HP 200Ks, Lowest Power on both, +7dBm.
I verified this on a spectrum analyzer.
One is the coordinator, one a router in the XCTU
Radio Range Test.
I hook them together in separately shielded enclosures
With a step attenuator set at 80dB. No antennas.
I expect to see +7-80=-73dBm on the RSSI.
Instead the RSSI reads high by 14-15dB.
The reading reads high for other attenuator settings
In the range of 70-100dB with the RSSI reading varying
From about -47dBm to -80dBm.
Why does the arithmetic not work?
My apologies in advance if I am missing something

You are getting some of the signal bouncing off other material getting behind the attenuator.
