I have a WR21 setup with an IP camera on one ethernet port and a PC running windows XP on the other. The PC can access the router OK but not the camera. I can also ping the camera OK.
If I change to any Windows 7 PC all works OK, any other XP, no go.
What would cause Windows XP to be blocked?
Access over the cellular network is not a problem.

How do you access IP camera from XP?
Is it through a web UI or do you have an application for that?
If you do have an application which port it is using? check whether that port is enabled in firewall or not?
Which IP camera is it? meaning who is the manufacturer?
There should be a fix for this in the next firmware release
