I have a XBEE PRO SX module, with the development board. Can I program it to send one constant message without it being connected to a computer or MCU? I want the chip to transmit one constant message once it is powered.

No, the module or radio does not have a processor on it which you can write and house code on. You would need to connect a Processor such as an Arduino pr pic to the radio and then have code on that processor to do that.
What you can do is enable one of the ADC lines and have it set to Sample the data every so many ms. Then you would get that data once the module is powered up.
