Can you use I/O pins to power other microcontroller? why would you or why shouldnt you?

If I used the I/O pin of my XBee to power an atmega328pu microchip… is this normal or whats your reaction?

Generally no as the IO pins on an xbee can only sink/source a few mA at most.
