Upon connection, the speed shows as 28.8 or 31.2 (they alternate for every connection) even though I’ve got 56K modems on both ends.
Using XP SP1 on the client and 2003 server on the other end. Any reason this is not 56K?

Typically, phone line quality/conditions dictate maximum connect speed. You will also want to make sure you have the latest firmware for your product, so you can take advantage of the latest product enhancements.
