Hubport able to power downstream devices without upstream device connected?

I would like to use the Hubport DC powered USB hub in a mobile setup to power various USB devices (phones/GPS) but without any computer attached. Will this hub still provide power to the downstream USB devices without any computer connected to the upstream (or any) port?
