Simulate Smart Energy packets?

I have a ConnectPort X2e SE, connected to the Digi Device Cloud OK. I don’t have a Smart Energy end-device to test with at the moment - is there any way to simulate a data packet from the gateway, so that I can test the device cloud data store and API interface to my application?

No, Not to mention the gateway you have is a production device. For testing, you need to have test certificates and a device device to send that data.
