Sleep mod problem

I am trying to test sleep mod (xbee s1)with X-CTU. I am using PIN Sleep mode. The PIN9 pull-up is disabled and its voltage level is controlled by a switch.

This is what I did in X-CTU terminal

ATSM1
OK
ATCN
OK

The Xbee, however, would enter sleep mod even when PIN9 is low. When I enter the above command with PIN9 high it would enter sleep mod, but I am unable to wake it up when I switch PIN9 to low.

What did I do wrong?

Per page 25 of the user manual, to transition into sleep mode, Assert (high) Sleep_RQ (pin 9) and to transition to a wake state, De-assert (low) Sleep_RQ
