XBee range is up to a mile in the US, and less outside the US. Amplification probably breaks local or international laws. Digi offers a repeater that you could mount on a series of bouys with some batteries or solar cells to run them.
Otherwise, you probably need an interface to a satellite phone.

Is for Spain, Europe. I think than is possible to use XBee Pro 868. In the Product Datasheet say this:
“Up to 25 miles (40 km) with dipole antenna
(Italy only) up to 10 miles (16 km) with dipole antenna (13.7 dBm)”
Yes, the XBee PRO 868 can be used in this situation. Just understand that you will have to have RF LOS conditions in order to obtain that distance.
