current consumption of xbee-zb-s2 in sleep mode

I am a little confused about the current consumption of xbee-zigbee s2 when configured in pin-sleep mode. There is detailed documentation on serial 1:

It states that current consumption is very sensitive to Vcc, if Vcc goes beyond 3V, the consumption can increase dramatically which is bad for battery powered devices.
In datasheet of serial 2, a 3.5uA in power down mode is briefly mentioned, but several people complained that they could not achieve such low power consumption:

360uA in sleep mode is quite a lot of power for batteries. So I wonder if we can drop the power consumption by turning off Vcc, or use power supply lower than 3V.
