How can I let my Router sleep?

I use the XBee ZigBee module.
I want my Router and End Devece to be sleep,but when I use the “Short Cyclic Sleep” mode,and set my Router’s AT commend is “SO=0x00”,“SM=0x04”.
That my End Device didn’t received any data from Router.

How can I let my Router sleep?
How can I let my End Device can receive the data from the sleeping Router.

I let my data from Coordinator to Router and End Device:

Zigbee routers cannot sleep only end points can sleep.

Routers can only sleep in a Digimesh network.
