That is doing nothing more than configuring one module with the Coordinator AT firmware. Than leaving all others with the router AT firmware. When they are all powered up for the first time, a network will form with the Coordinator sending out Broadcast packets to all routers and the routers sending unicast packets back to the Coordinator.
