is xbee3 work with ZLL

hi, i have xbee3 and I want to use this module to control the Philips hue lights.
as I know the lights communicate with the bridge by ZLL, so the xbee3 should be able to understand or work with ZLL to communicate with lights?

i tried to search for Phillips hue lights by network mode of XCTU software but I couldn’t find any lights or other devices, is that because of ZLL or there is another problem?
Note : the setting of the xbee3 was set as coordinator

You need to configure the XBee for the Zigbee Light Link profile. That means that you need to use API mode with explicit frames, the ZIgbee stack to public. You may also need to set specific security functions and respond with specific ZDO commands.
