I am using a XBIB U Development board and XBee SX 868 Module.
I want to load parameters from XBIB dev board to my new XBee SX 868 Module.
Can i use TTL USB connector with GND TX RX connected to my dev board for loading parameters.

You would need to connect VCC, GND, DI, DO, RTS and DTR from the module to the xbee SX module.
What I would suggest instead is to obtain an XBIB-C-SMT board or a Multi programmer with the proper SMT boards.
