my notebook can't se a brand new DigiOne IA. How come?

Facts:
Notebook Windows 7
Ethernet cable direct to DigiOne IA
Using the program to setup DigiOne IA
Don’t se a brand new DigiOne IA (without an IP address)

connecting a different DigiOne IA with IP address the setup does find it right away.

Why can’t I setup a brand new DigiOne IA?
