Rapidport/4 dials but never detects a remote fax

I have set up a Windows fax server using a Rapidport/4. The device dials a fax, the fax answers and tries to negotiate, but the Rapidport modem never detects that the call has been answered.

I have installed the latest firmware and drivers.

Any advice?
