I want to simply use the RSSI between a ‘base’ Xbee and a ‘Remote’ Xbee with no external MCU transmitting data at either end. Is this possible?
Ie. building a locator module using RSSI on the remote module.

I don’t understand. What do you mean with “use” the RSSI?
An XBee without external MCU is able to connect to a network and you can remotely read its RSSI value and change parameters (like DIOs or PWM). Also, the RSSI by default is a PWM output proportional to the strength (refer to module documentation).
