voltage on DIO lines

I am trying to get the DIO to work with the Xbee S1 series. I have set up one xbee with DIO1=4 (Out low) and a second xbee with DIO1=3 (input); My assumption was that with the xbee powered, I would see 0V on the DIO1 (pin19) for the DIO4=4 xbee. However, I see 3.3V on all the DIO lines. I also tried DIO=5 and still see the 3.3V. Can you explain the voltage I should measure on these DIO pins?
