What are the consequences of just broadcasting messages to multiple xbees, series one or pro on the same PAN ID, no router, no coordinator, just broadcasts.

Sure this is possible. That is what is called Peer to peer mode. Will it do it without conflicts guarenteed. No. but it will perfor a clear channel assesment before it transmits the data four times in rappid scucession.
