What to do if my xbee s2c is showing no bootloader while recovering...

Initially the device was not found in the xctu so I tried to recover it but it is still showing action required to reset…I have shorted 5 and 10 pin and hit the reset but still I didn’t got any response…
Please suggest what to do??..
