XBee PRO XSC Series 3B 900MHz 250mW (RP-SMA) - XBP9B-XCST-001 Cannot Seen By XCTU

Hi.
I recently bought XBee PRO XSC Series 3B 900MHz 250mW (RP-SMA) - XBP9B-XCST-001.
When i plug it in o X-CTU with SeeedStudio xBee Shield and arduino uno (atmega chip removed) to the computer sometimes X-CTU sees the xbee and sometimes does no. And when it sees it, there is an error message called “Function not found in x-ctu”. I tried all of the firmwares related to XBP9B and none of them cannot be installed to the xbee. when i open the serial port, there are infinitely many messages coming to serial port like:

00001653
00001654
00001655
00001656
00001657
00001658
00001659
0000165A
0000165B
0000165C
0000165D
0000165E
0000165F

000016AD

It is like a timer.
How can i fix this issues?

Edit:
I successfully communicate them.
I tried to plug them out and plug them in again i am getting the same error.
They are both receiving serial port messages like above?
What is this problem???

I see this is old, but will answer it in case anyone ends up here through the search function.

Some interface boards (for instance I had the Sparkfun Explorer board) add an “RSSI” LED on one of the pins. This LED will force the S3B xbees into “pitching mode” (whatever that is). Solution - remove the LED.
