I'm having issues using my ddns account with at&t.

I can see my mobile IP address on my no-ip account, but I’m unable to access my router(wr11) from the web.

Hi

Does AT&T issue you with a public ipaddress that you can access the router with or does the router get issued a private address.

PPP 1 status

some of the ddns accounts only update the domain with the address the request comes from and if the packets are natted via the provider this can be the address of the NAT and not the router

also some providers also block low ports for inbound traffic (1-1024) so you can also try 8080

AT&T is giving me a 10.x.x.x ip and I can not ping my no-ip name or the 10.x.x.x from the web. I think they have me natted…

Hi

You are issued with a private address and this is not route able on the internet.

you would have to contact at&t and look at a diffrent plan that provides a Public address / Fixed IP

if you are trying to connect to the route over the air / using another device using cellular you would have to talk to the provider if they allow internal routing / able to communicate to other devices on the same network in most cases the devices are isolated.
