Initial Mgmnt port configuration: after the arp -s with IP and MAC of the Digi, I still cannot ping the assigned IP.

I am trying to configure my new box. Connected my laptop to the Digi management port (I can see the green light on the port), I executed the arp -s
I can see the new entry in the arp table; however, I cannot ping the Digi TS16 MEI using the newly configured IP address.
