Multiple PC to connect to one AnywhereUSB TS44 unit problem

Hi, just bought an AnywhereUSB TS44 and configured it. works great so far.
Question though! if you have only 1 PC connecting to the TS44 device, it works fine. but when you try to connect to it from another PC, it says the device is busy.

When I bought it, TS44 provides 4 USB ports and 4 Serial ports.
I thought that I can plug in different USB and different Serial devices in one TS44 and having multiple application to connect to it. that means there will be multiple different PC to connect to the same box and connect to their different USB or Serial device.

is that how it how it should work?
