How do I recover a Digi Portserver TS 16 MEI unit where the power LED is continually flashing?

I have a Digi PortServer TS 16 MEI unit that was up and running with a configuration on it. It was powered off and moved to a new location, and now when it is powered on, the power LED just blinks constantly.

I tried to perform the factory reset process, but that doesn’t seem to have had any impact on the device. Is there anything else I can try?

If this does not work, the unit may need to be sent into Digi for repair.
